My wife has been thinking about starting a business up for childcare. How should she begin?

My wife wants to set up a childcare business in East London and look after kids. She is thinking of undercutting other care places in the area and also thinking of having longer opening hours for people who have to work lates. Any suggestions as to how she can start her business?
