make money this way?

Could this be a way to make cash. People signup on a website lets say 1 million people is on there. Those 1 million people give $0.25 cents to this I person. So that be $250,000. Like it be lending money to people that way and each other trade money until each one gets $250,000. I think it would work. What do you think?
